Payment options for states that offer full licensure

With the passage of the Fostering Connections to Success and Increasing Adoptions Act in 2008, states are now able to access federal funds for eligible children to support Kinship / Guardianship Assistance Programs (GAP) by submitting a IV-E plan amendment to the Administration for Children and Families.

Due to this many of the kinship policies in these states (as reported under the "Kinship Care Policies" section) may have changed. For a list of states that have received federal approval for their IV-E plan amendment to provide GAP, see here.

*In California, if a relative is licensed as a foster parent and caring for a non Title IV-E eligible child, they are eligible to receive a monthly Temporary Assistance for Needy Families (TANF) child-only grant.

**In Kansas, licensed kin caring for children in state custody have the option of receiving monthly foster payments, monthly Temporary Assistance for Needy Families (TANF) child-only grants, OR ongoing financial payments from contractors who provide case management for the child's case. Licensed kinship caregivers receive regular foster care payments only when they are willing to provide care for non-related children as well as related children.

***In Nebraska and Wyoming, licensed kin caring for children in state custody receive either the monthly foster care payment OR a monthly Temporary Assistance for Needy Families (TANF) child-only grant.
